Almost every innovation must overcome the rules and structures built around the status quo. That's where I can help.

Caleb Weaver

I provide senior regulatory and public affairs leadership for growing companies — without the cost of hiring a full-time executive, or the gaps that come from splitting the work across law firms, lobbyists, and comms consultants who each see only their own piece of the puzzle.

The problem

Navigating innovative ideas through an entrenched status quo takes senior judgment across regulatory strategy, policy risk, political dynamics, and stakeholder relationships — usually all at once and under a tight timeline.

Most small companies don't have that cross-functional expertise in-house. Most outside help only covers part of it. And senior talent that covers all of it is expensive enough that the investment keeps getting deferred — right up until opportunities are lost or long-term problems created.

What I offer

Embedded, fractional leadership across regulatory strategy, government affairs, and public affairs. I own the whole strategy myself, rather than working one slice of it the way a single-channel vendor would.

I've done this work in-house at Uber, Ridwell, and Mill, and as a consultant before that — across transportation, solid waste, healthcare, and consumer products. The industries are varied, but the pattern is the same: a new idea meets an entrenched system, and someone senior has to work the regulatory, policy, stakeholder, labor, and political angles together to earn room to operate and grow.

Who this is for

Smaller companies coming to market or looking to scale — with an idea that doesn't fit neatly into the existing regulatory, policy, or industry system, where that friction threatens to become a real constraint on growth rather than a background risk. For instance:

  • A regulator has told you that you need a license that doesn't exist — or one written for a business nothing like yours.
  • A city or state is working on a new rule that would make your model unworkable in that market.
  • The incumbent industry wants you to fail and has started working together to keep you from growing — or worse.
  • Your workforce is organizing and you're worried about the impact of a union, but know that going to war with organized labor may cause more problems than it solves.
